NEC
NEC OEM releases of Windows are different from Microsoft's in the extent of printer drivers, utilities and manuals. Not only NEC but also other manufacturers like Fujitsu FM-Towns and IBM-J PS/55 did such localization.

Microsoft (Japan branch) began selling own retail boxes of Windows for PC-98 and PC/AT compatibles (DOS/V) with Windows 3.1 in 1993. The table excludes upgrade/OEM versions. Japanese versions of Windows 3.11 and Windows for Workgroups were skipped because the next generation of Windows was considered to be appeared in 1994.

Epson
These images are from Yahoo Japan Auction.
I have little documentation on Epson's PC98 compatible machines. Epson released own OEM versions of Windows 3.0, 3.1 and 95. The last version for EPSON PC was Windows 95. It was distributed via direct-sales only.
